Qualifications and Education:

  • Proven leadership capabilities and excellent written and verbal skills.
  • 5-10 years of experience managing medium to large IT projects.
  • Bachelor's degree is required.
  • PMP certification is desired.
  • Experience managing complex IT projects with multiple stakeholders in a federal government environment or with knowledge of federal IT regulations
  • Comprehensive knowledge of the System Development Lifecycle (SDLC) and various project management methodologies.
  • Ability to execute on short- and long-term plans, balancing priorities and meeting deadlines.
  • Ability to manage multiple discrete projects with varying timeframes and milestone schedules to achieve timely completion based on estimated completion dates
  • Demonstrated expertise in project management to assure on-time, in-budget completion of projects as measured by corporate standards
  • Strategic thinker with organization and leadership skills
  • Must possess strong skills in facilitation management, team leadership, planning, and problem solving
  • Demonstrated capability to write effectively (command of grammar, spelling, proofreading)
  • Excellent oral communication and interpersonal skills; ability to deal with staff at all levels of the organization and customers; ability to identify the cause of and resolve conflict.
  • Demonstrate an ability to stay focused, calm, and execution-oriented in times of chaos or changes in priorities
  • Proficiency with MS Word, Excel, PowerPoint, Access, SharePoint, MS Project, Visio. Experience with Project server a plus.
  • Strong problem-solving ability
  • Ability to work in a highly politically sensitive environment
  • Demonstrated use of Earned Value Management on projects (schedule and cost variance)
  • Understanding and/or certifications in the CMMI and ITIL frameworks as well as LEAN and Agile. 




Principal Duties and Responsibilities:

  • Develop and Execute procedures required to manage the projects associated with a performance based, managed IT services program
  • Oversee the analysis, design, execution and support of all assigned projects, including planning and budgets
  • Employ standardized project management methodology to guide all projects I a consistent, organized and reliable manner
  • Identify new service requirements or technologies and provide assistance in the preparation of supporting technical documentation to evaluate, test, and integrate into the office system environment
  • Develop a plan for facilities management services in which integration, administration and Help Desk support must be erfromed, and Operations services in which integration, administration and support must be performed
  • Establish task priorities, allocate resources, monitor the progress of scheduled activities, troubleshoot problems and make adjustments, as necessary, to ensure that tasks are completed as directed and on time
  • Develop monthly project status/dashboard reports for the client
  • Contribute to, and provide assistance, in development of monthly and quarterly program reports
  • Provide mentoring to engineering, operations, end user service, security and project managers
  • Obtain and maintain thorough understanding of the project management and change management processes to support the program requirements
  • Support business development activities of Vertical Program Managers, including proposal development
  • Provide direct support to the COTR to identify and organize project selection criteria to ensure consistency with corporate strategy and/or customer business objectives
  • Implement project metrics to gauge performance and compliance to the corporate standards and CMMI and ITIL processes, procedures, and work products
  • Perform risk assessment activities, including: identification, quantification, qualification, and mitigation strategies for projects and programs, together with refinement of processes to support activities
  • Conduct requirements gathering sessions using established processes, procedures and tools
  • Participate in Program/Project Portfolio Management.



Job Description: The Program Manager position is responsible for leading and managing the Department of Justice, Anti-Trust (ATR) Division, Information Systems Support Group contract.  Ideal candidate would be an experienced manager who has successfully overseen both business and technical aspects of major IT projects.  Candidate will plan, organize and control all activities associated with the ATR program and assigned technical projects of varying sizes. The Program Manager will work with clients, technical personnel, and non-technical personnel to coordinate across functions to ensure on-time, on-budget, and in-spec delivery of the client’s requested solution. Travel not required.
